Ten settlements over the course of about three years have cost the city of Dallas millions, according to the Dallas Morning News. Going back to 2011, these six-figure payouts have added up to around $6 million. The significance of these large settlements may reveal a problem within the police department; Chief David Brown agreed that the officers in these cases did not follow training procedures, while also suggesting that the victims have become more likely to file claims than in the past. It is possible that video surveillance has also played a large role in the increasing number of cases and settlements because it protects both the victims and the police officers. Whatever the cause, another outcome has been the procedural changes to the department, including a neck hold that led to the death of Allen Simpson after an incident with two officers in 2003, which very well may have saved lives.
